 PROPOSED INCREASE OF TRUCK LEVY TO SECURE DEVELOPMENT FOR MUFULIRA



Fellow residents of Mufulira,
For too long, Mufulira has watched copper trucks roll through our city daily while our roads crumble, our streets remain in darkness, and our service delivery continues to decline. That ends now.
Once elected as Mayor of Mufulira, I will table a by-law within the first 60 days to increase the current council truck levy from K100 to K1000 for all trucks carrying copper from Mufulira.
Why this is necessary:
1. Our roads are being destroyed. A 30-ton truck laden with copper, currently valued at K9,000,000, contributes only K100 to the council that bears the cost of the damage it causes. That is not fair, and it is not sustainable.
2. Mufulira must benefit from its mineral wealth. Copper passes through our town, but the revenue has not been coming back to fix our potholes, street lights, and basic services.
3. Our revenue base must grow. We cannot keep depending on inadequate funding while demand for services increases every year.
What this means for Mufulira Council revenue
Based on current council records of approximately 300 trucks cleared daily:
Current levy. 300 trucks x K100 = K30,000 per day.
Annual projection: K30,000 x 365 = K10,950,000 per year
- Proposed levy: 300 trucks x K1000 = K300,000 per day.
Annual projection: K300,000 x 365 = K109,500,000 per year.
That is a projected increase of K98,550,000 annually directly into Mufulira City Council coffers. This new revenue will be ring-fenced and used transparently for:
- Road maintenance and rehabilitation damaged by heavy haulage.
- Installation and maintenance of street lights across the city.
- Improving service provision in Water, sanitation, and waste management.
This proposal will be formally tabled to the Ministry of Local Government and Rural Development for approval, and I will work with all councilors to ensure the by-law is passed within 60 days of my election.
Mufulira has carried Zambia’s copper for decades. It is high time Mufulira starts benefiting directly from it.
I am therefore urging all residents of Mufulira to vote for me on election day. Vote for development. Vote for change. Vote for a council that puts Mufulira first.
Together, we will build a Mufulira that works for its people.
