The United Party for National Development (UPND) has strongly condemned the reckless and inflammatory remarks attributed to NRPUP presidential candidate Brian Mundubile, in which he alleges that the Government intends to use civil servants to manipulate the August general elections.
These allegations are false, baseless and represent yet another attempt to undermine public confidence in Zambia's democratic institutions while intimidating hardworking civil servants who have remained professional in the execution of their constitutional duties.
It is deeply regrettable that Mr. Mundubile continues to target civil servants with threats and political rhetoric. Only recently, he publicly declared that civil servants he believes are supporting the UPND had one month to change their conduct, warning that his government would remove those he had allegedly identified. Such statements amount to intimidation and should be rejected by all peace-loving Zambians.
This is not the first time Mr. Mundubile has displayed contempt for the civil service. During the Patriotic Front administration, civil servants were subjected to similar political pressure. Today, he is repeating the same unfortunate conduct by attempting to drag a professional public service into partisan politics.
The UPND Administration has, over the past four years and ten months, consistently upheld the professionalism, neutrality and independence of the civil service. Public officers have been allowed to carry out their duties without political interference, in accordance with the Constitution and the laws of Zambia. They should not become convenient targets for politicians seeking relevance.
Mr. Mundubile and his political colleagues have failed to present Zambians with a credible manifesto that outlines practical solutions to the country's challenges. Instead of articulating policies capable of improving the lives of citizens, they have resorted to issuing threats, spreading fear and making unfounded accusations against civil servants and other public institutions.
The reality is that political parties win elections by earning the confidence of the people through sound policies, effective leadership and a nationwide grassroots presence. No political party can expect to form government without broad-based support and strong organisational structures across the country.
The UPND has continued to strengthen its presence in every province, district and constituency while delivering tangible development to the people of Zambia.
We therefore urge civil servants not to be intimidated by irresponsible political statements. They are citizens with constitutional rights, including the right to vote freely and independently without coercion or threats from any political leader.
As the country heads towards the August elections, we encourage all civil servants and indeed all Zambians to support quality leadership that has demonstrated its commitment to improving their welfare through enhanced salaries, better working conditions, expanded employment opportunities and prudent economic management.
The UPND remains committed to conducting peaceful, free, fair and credible elections and calls upon all political players to campaign responsibly, respect public institutions and place the interests of the nation above narrow political expediency.
