LIVINGSTONE - A Livingstone City Council assistant accountant has been sentenced to three years' imprisonment with hard labour for diverting K316,000 in Constituency Development Fund (CDF) money meant for 11 cooperatives into personal accounts.
Thirty-four-year-old Sydney Silwimba pleaded guilty to all 22 charges before the Economic and Financial Crimes Court sitting in Livingstone.
He was convicted on 11 counts of Fraudulent False Accounting and 11 counts of Theft by Public Servant.
The court sentenced Silwimba to two years' imprisonment on each count of Fraudulent False Accounting and three years on each count of Theft by Public Servant.
The sentences will run concurrently, meaning he will serve an effective three-year prison sentence.
Silwimba was also ordered to repay the K316,000 that he diverted.
The case followed a report made by Livingstone City Council management in July 2025 after CDF funds meant for 11 cooperatives could not be accounted for.
Police investigations established that the money had been diverted into personal accounts.
