LUSAKA - The Government has cancelled the National Registration Card (NRC) and Zambian passport belonging to Tonse Alliance Secretary General Celestine Mukandila after determining that the documents were obtained through fraud, false declaration and misrepresentation.
According to Government Gazette Notice No. 1418 of 2026, published in the Government Gazette dated September 4, 2026, Mr Mukandila's NRC and Zambian passport have been cancelled and declared invalid with immediate effect.
The notice, issued by Ministry of Home Affairs and Internal Security Permanent Secretary Dickson Matembo, states that the cancelled documents are no longer valid for identification, travel or any official purpose.
The Government has further warned members of the public, Government institutions, financial institutions, border control authorities, law enforcement agencies and other relevant institutions not to accept, recognise or rely on the two documents.
"Any use of the cancelled documents may constitute an offence," the notice states.
The Government has also directed anyone in possession of the cancelled NRC or passport to surrender the documents immediately to the Department of National Registration, Passport and Citizenship, the nearest police station or passport office.
The Gazette notice, however, only states the reason for the cancellation as fraud, false declaration and misrepresentation and does not provide further details on the alleged fraud or the circumstances under which the documents were obtained.
