Government Launches Push for Stronger Domestic Revenue and Fiscal Sustainability


 LUSAKA - Government will on September 3, 2026, launch public consultations on the 2027-2031 Medium-Term Revenue Strategy, a framework designed to strengthen domestic resource mobilisation and foster fiscal sustainability.

The consultations will bring together government officials, the private sector, civil society and other stakeholders under the theme, “Mobilising Domestic Resources for Sustainable Growth and National Development.”

Secretary to the Treasury Felix Nkulukusa will deliver the keynote address and officially launch the process, while Permanent Secretary for Budget and Economic Affairs Mwaka Mukubesa, Zambia Revenue Authority Commissioner General Dingani Banda, and Budget Office Director Willies Chipango will lead policy and technical discussions.

The strategy seeks to move beyond fragmented annual revenue measures by providing a coherent medium-term framework for reforms.

Its core objective is to build a tax system that is fair, transparent, predictable and supportive of investment, economic growth and voluntary compliance.

Discussions will focus on three key questions: why Zambia requires stronger domestic revenues, what predictable resources can enable government financing, and how improved tax administration and compliance can translate potential into sustainable fiscal performance.

Mr. Nkulukusa has stressed that Zambia's long-term development cannot rely excessively on borrowing or volatile revenue sources.

Mobilising domestic resources, he said, is critical to strengthening national ownership of development financing and creating fiscal space for priority programmes.

The consultations will also highlight how improved revenue predictability can support private-sector expansion, job creation and investment, while ensuring fiscal space for infrastructure, agriculture, energy, social protection and climate resilience.

ZRA is expected to present measures aimed at narrowing tax-compliance gaps and modernising administration through digitalisation, risk-based systems and enhanced taxpayer services.

The reforms are intended to simplify compliance for legitimate taxpayers while strengthening enforcement against evasion and revenue leakage.
